Amritsar, Punjab – In a decisive move to ensure public safety, law and order, and national security, the Amritsar district administration has imposed several stringent restrictions under the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. The newly implemented Punjab public restrictions will remain in force till October 6, 2025.

These orders have been issued by Amandeep Kaur, Additional District Magistrate (ADM) of Amritsar, to tackle rising safety concerns around critical zones like border areas, ammunition depots, and key public infrastructures. Here’s a comprehensive breakdown of the restrictions that every Punjabi citizen must now adhere to.

Ban on Flammable Materials and Unauthorized Construction Near Ammunition Depot

As per the orders, a 1000-square-yard radius around the Beas Ammunition Depot is now under strict surveillance. Any use of flammable substances or unauthorized construction activities in this zone is now completely prohibited.

The reason? The administration has received credible reports of residents indulging in dangerous activities that pose a threat to human life and government property. Given the explosive nature of materials stored at the depot, even minor negligence could result in a catastrophic incident. Hence, these orders aim to preemptively avoid any mishap.

Night Curfew Near India-Pakistan Border – 8:30 PM to 5:00 AM

To further safeguard the India-Pakistan international border, the District Police Chief (Rural Amritsar) has imposed night-time restrictions on movement.

From 8:30 PM to 5:00 AM, all civilian activity is strictly banned within 500 meters of the border fencing. This is being enforced due to rising concerns about cross-border smuggling, infiltration, and security threats.

This action is in line with several earlier intelligence inputs regarding attempts by anti-national elements to disturb peace and harmony in the region.

Breaking Road Railings or Dividers Now Illegal

To prevent fatal accidents and damage to public infrastructure, the administration has also enforced a ban on breaking railings on roads, culverts, or flyovers. Many unauthorized pathways have been created by damaging public dividers, often to transport agricultural equipment like harvesters or trolleys.

Such practices have led to numerous road accidents, especially on narrow rural culverts. With the festive season approaching and increased road traffic expected, this order aims to curb such risky modifications.

Complete Ban on Drone Usage Near Amritsar Airport

Security protocols around Sri Guru Ram Dass Jee International Airport have also been tightened. A blanket ban on drone operations in and around the Rajasansi and Ajnala Road rural belt has been enforced.

According to reports, many individuals use drones for wedding photography or social events, especially from nearby marriage palaces and hotels. However, security agencies warn that drones can be misused by anti-social elements to cause serious incidents, including targeting flights.

Ban on Gatherings, Protests, and Rallies

Another major aspect of the Punjab public restrictions is a strict ban on public gatherings, protests, and rallies in rural and semi-urban areas.

The police have observed rising activities from political outfits planning demonstrations, which could lead to escalation of tensions, damage to private and public property, and disruption of law and order.

Under the new directive, no group of more than five people can assemble without prior permission. Additionally, sloganeering, sit-ins, and agitation in villages and towns are banned until further notice.

Orders Enforced Under BNSS, 2023 – Section 163

All these restrictions are legal under the newly enacted Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, specifically Section 163, which empowers district magistrates to impose urgent preventive measures.

The BNSS 2023 is part of India’s revamped criminal law framework, replacing colonial-era laws like the Indian Penal Code (IPC). It empowers local administrators to act swiftly in public interest during potential security threats or civic emergencies.
