The Odisha college suicide case has taken a grim turn with the arrest of three more accused in connection with the tragic death of a 20-year-old student in Balasore. The young woman had set herself ablaze after alleged inaction on her sexual harassment complaint against her department head.
Fresh Arrests in the Case
Late on Sunday, police confirmed the arrest of three individuals, including Jyotiprakash Biswal and Subhra Sambit Nayak, both associated with the Akhil Bharatiya Vidyarthi Parishad (ABVP), the student wing of the Rashtriya Swayamsevak Sangh. Investigators allege that the accused played a role in instigating the student to take the extreme step.
According to a senior police officer, “We found their involvement in instigating the woman to commit the act.” The three accused were produced before a court and remanded to 14-day judicial custody. Police have also interrogated Biswal to reconstruct the events leading up to the incident.
ABVP’s national joint organising secretary, Govind Nayak, declined to comment on the arrests of Nayak and Biswal.
imeline of the Tragedy
The student had lodged a formal sexual harassment complaint on July 1 with the college’s Internal Complaints Committee, accusing department head Samir Kumar Sahoo. The complaint stated that Sahoo had barred her and eight others from taking an internal examination on June 30, citing poor attendance.
On July 12, the victim reportedly met both the college principal, Dilip Ghose, and Sahoo to discuss her grievance. Tragically, soon after, she poured petrol on herself and set herself on fire within the college premises. Despite medical intervention, she succumbed to her injuries two days later.
FIR Allegations
The First Information Report (FIR) paints a disturbing picture. It accuses Sahoo of repeatedly pressuring the student for sexual favours, mentally torturing her when she refused, and using threats of rustication and exam failure as leverage.
The FIR also names Principal Ghose, alleging that he failed to take appropriate action, instead forcing the victim to apologise to Sahoo and withdraw her complaint. The document states that this coercion and intimidation pushed the young woman to self-immolate.
Charges Filed Under Bharatiya Nyay Sanhita
Sahoo and Ghose have been arrested under multiple sections of the Bharatiya Nyay Sanhita (BNS), including:
- Section 108 – Abetment to suicide
- Section 75(1)(ii) – Demanding sexual favours as harassment
- Section 78 – Stalking
- Section 351(2) – Criminal intimidation
- Section 3(5) – Common intention in crime
Public Outrage and Protests
The case has sparked widespread outrage in Balasore and beyond. Protesters have taken to the streets, demanding swift justice for the victim and stricter enforcement of sexual harassment laws in educational institutions. Many student organisations and rights activists have joined the movement, calling for systemic reforms to protect students from such abuses of power.

Multiple Investigations Underway
Several bodies have launched independent investigations into the incident:
- University Grants Commission (UGC) – A four-member fact-finding team visited the college and completed its inquiry on Friday.
- State Higher Education Department – Conducting a parallel investigation into institutional failures.
- National Commission for Women (NCW) and National Human Rights Commission (NHRC) – Both have submitted their separate reports.
Wider Implications
The Odisha college suicide case is not just about one tragic death; it raises serious questions about how sexual harassment complaints are handled in Indian educational institutions. Activists stress that Internal Complaints Committees must function independently, without fear of retaliation or administrative pressure.
The case also highlights the urgent need for awareness programs, mental health support for victims, and strict accountability for those found guilty of harassment or abetment.
What’s Next?
With more arrests expected and investigations still ongoing, the case will likely remain in the national spotlight. For now, the victim’s family and supporters are seeking one thing above all — justice.
